On Tuesday, November 24, representing the group "Teachers A036", the national coordinators Damiano Cavallin and Luciano De Giorgio have been audited by the Seventh Commission of the House and Senate, which is examining the patterns of settlement of new high schools, colleges technical and professional. Thank you for this important opportunity that allows us to bring to your attention some problematic issues concerning the structure of the new school of human sciences.
The need to combine the tradition of our high schools with the new demands of modernity can only go through a full appreciation of the humanities.
The complexity of today's world requires our kids skills more refined analysis of the self, social processes and interpersonal relationships, and even the world of work ha bisogno di persone con elevata flessibilità di pensiero ed una forte capacità di adattamento ai cambiamenti.
Il valore e il senso delle scienze umane consiste oggi proprio in questo: nella loro capacità di fornire agli studenti una bussola per orientarsi, sia nella dimensione interna degli affetti e delle emozioni sia nella dimensione esterna del contesto sociale .
Per questo ci stupisce che nel nuovo liceo delle scienze umane le discipline caratterizzanti subiscano una così forte riduzione e che l’insegnamento della filosofia, da sempre assegnato negli ex magistrali ai docenti delle discipline di indirizzo, venga ora loro sottratto.

Il nuovo liceo delle scienze umane

The new school will consist of the humanities two options:
- the 'base option, which should incorporate the legacy of socio-psycho-educational high school, the experimental ex-master now more diffuse, focusing on the person, the mind, its development and its training
- el 'economic and social option will replace the numerous trials instead of the high school science social, which was abandoned the teaching of Latin to focus more on the study group, community and contemporary society

School of Human Sciences - Option base

2. The reduced number of hours devoted to the disciplines of address then prevents a clear characterization of this path. School of Human Sciences - Social and economic option

Although this address already appears more definite in its specificity, it has some similar problems to address those opportunities, in particular:

2. and a reduced number of hours devoted to the social sciences , which are cut by 40% than is currently expected.

New classes of competition, redundancy and cost savings

- dal punto di vista economico , poiché l’elevato numero di docenti in esubero impedirebbe quel risparmio di spesa che costituisce invece uno degli obiettivi di questa riforma.
Per questo chiediamo che l’insegnamento di filosofia nei licei delle scienze umane venga riassegnato ai docenti della A036, in coerenza con ciò che sinora è sempre accaduto negli ex istituti magistrali.

Proposte per gli istituti tecnici e professionali
Concludiamo con uno sguardo all’istruzione tecnica e professionale. Seguendo l’esempio di alcune positive e consolidate sperimentazioni, proponiamo di inserire psicologia della comunicazione negli indirizzi “ Turistico ”, “ Amministrazione, finanza e marketing ” e “ Servizi per l’enogastronomia e l’ospitalità alberghiera ”, in quanto solo comprendendo gli effetti psicologici prodotti dalle interazioni verbali e non verbali è possibile sviluppare una comunicazione chiara e persuasiva nei confronti dei clienti, garantendo così un servizio efficace ed efficiente.
Chiediamo, poi, che i corsi ITAS – Dirigenti di comunità , soppressi dall’attuale riforma, can convert to, not only in the address technical "Administration, finance and marketing, but also in the new school humanities , whose curriculum is more in line with the needs and attitudes of many students who have embarked on this course.

E' partita la raccolta di firme per salvare il futuro degli ex magistrali. Il quadro orario proposto dal ministero per il nuovo liceo delle scienze umane, che sostituirà dal 2010 tutte le sperimentazioni nate in questi istituti, presenta infatti alcuni limiti evidenti:
1) mancano completamente le materie di indirizzo nel biennio
2) nell'intero quinquennio le scienze umane sono ridotte a sole 12 ore (mentre 30 sono dedicate all'area linguistica e 16 a fisica e scienze natural)
3) there is no systematic treatment of psychology and sociology (two fundamental sciences, high educational value for students)
4) the teaching of the history of education is separate from that of philosophy (although the authors examined the two disciplines are essentially identical in the third and fourth)

As of teachers in recent months we have carefully reviewed the proposals for reform advanced by the Ministry of Education. We are convinced that this is an important opportunity for change, we intend to actively contribute. We would therefore like to bring to your attention some issues related to the new school of human sciences.

School of Humanities - traditional option
The critical points of the new high school are mostly four.
1) First, the lack of discipline in the period feature, this will affect the specific identity of the address (as it would remove the greek and latin high school mathematics and physics from the classical or scientific). Chiediamo quindi di reintrodurre le discipline di indirizzo nel biennio affrontando un programma simile a quello previsto dal progetto brocca del socio-psico-pedagogico (Elementi di psicologia e sociologia), già testato con successo da quasi un ventennio, che permette di introdurre lo studio delle scienze umane attraverso temi molto vicini ai vissuti quotidiani degli studenti, stimolando il loro interesse e quindi l'apprendimento.
2) Il numero complessivo di ore dedicate alle discipline di indirizzo in questo liceo è di sole 12; decisamente poche rispetto alle 39 del liceo classico (latino e greco), le 50 del linguistico (lingue straniere), le 57 del coreutico-musicale (esecuzione, composizione, storia della musica, etc.) e le 46 dello scientifico (matematica, fisica e scienze naturali). Sarebbe opportuno perciò, in generale, rafforzare la presenza delle scienze umane .
3) La sottrazione dell'insegnamento di filosofia ai docenti delle materie di indirizzo (A036) rischia di creare, poi, notevoli problemi a livello didattico; sarà difficile, infatti, mantenere la sincronia e la coerenza tra i programmi di filosofia e storia della pedagogia (che costituisce l'ossatura principale dell'insegnamento di scienze umane secondo gli OSA della Riforma Moratti); i due programmi dovrebbero invece procedere in parallelo perchè vengono trattati, soprattutto in terza e quarta, gli stessi autori. L'accorpamento delle due materie ha sinora permesso to manage in a more 'linear their own agenda, without creating confusion among students. For this reason it seems appropriate to maintain , as has happened so far, the assignment of teachers of philosophy to the class of competition A036, which possess all the skills necessary to teach it (as do many years, often having to shoulder their a degree in philosophy) and to connect effectively with the matters of address. Possibly it could also create a unique teaching philosophy and precisely known history of education.
4) The reduction of the humanities program at the history of education, coupled with the lack of a systematic treatment of psychology and sociology (a discipline have always characterized our high schools and performing a natural attraction on the boys), in addition to depriving the students of knowledge and skills essential for their complete formation, it could generate a substantial drop of enrollment.

  1. What will change globally?
The "reform" provided by the Minister Gelmini muta radicalmente il quadro generale e l'organico di molte classi di concorso. La A036 risulta, nello specifico, particolarmente colpita. Considerando il personale attualmente in servizio per la classe A036 in licei, tecnici e professionali è decisamente verosimile che almeno 1/3 dei docenti si troverà entro 4 anni senza occupazione . Oltre ai precari perderanno quindi la loro cattedra anche numerosi insegnanti di ruolo ; molti di loro saranno costretti a viaggiare continuamente tra gli istituti superiori dell’intera provincia come supplenti temporanei.

Cosa perde la A 036 con la "riforma"?
Liceo delle scienze umane (ex socio-psico-pedagogico ): - 24 ore per ogni sezione (riduzione delle cattedre ad 1/3 delle attuali per la forte riduzione nell'orario delle discipline di indirizzo, completamente cancellate nel biennio, e per l'assegnazione dell'insegnamento di filosofia alla A037)
Liceo delle scienze umane opzione economico-sociale (ex liceo delle scienze sociali ): - 19 ore per ogni sezione (riduzione delle cattedre a 1/2 delle attuali per la riduzione delle discipline di indirizzo e per l'attribuzione dello ore di filosofia alla classe di concorso A037)
I
stituto socio sanitario (ex Ist. professionale per i servizi sociali ): - 5 hours of material to address in each section (reduction of the chairs in 4 / 5 of the current)
technical institute for social activities
( Itas ) complete deletion of

What gains instead?
High School for Science and Technology (Option of high school): theory + 6 hours in each section, giving the A036 to the teaching of philosophy, but in reality this will only happen in 1 / 3 high schools in technology, because about 2 / 3 of them philosophy is already assigned to the A036, which will undergo a tafl instead of about 2 hours per section (ie, on balance, the A036 would be limited in the high schools of science and technology to "equalize")

The reform of the school address the brainchild of the Italian government will impose , from 2010, drastic changes from the numbers of teachers.
