On Tuesday, November 24, representing the group "Teachers A036", the national coordinators Damiano Cavallin and Luciano De Giorgio have been audited by the Seventh Commission of the House and Senate, which is examining the patterns of settlement of new high schools, colleges technical and professional. The following is the content of their speech.
________
Mr. President Honourable Members
Thank you for this important opportunity that allows us to bring to your attention some problematic issues concerning the structure of the new school of human sciences.
The need to combine the tradition of our high schools with the new demands of modernity can only go through a full appreciation of the humanities.
The complexity of today's world requires our kids skills more refined analysis of the self, social processes and interpersonal relationships, and even the world of work ha bisogno di persone con elevata flessibilità di pensiero ed una forte capacità di adattamento ai cambiamenti.
reform currently under discussion represents a crucial opportunity for our country : last order is placed within the existing number of trials and leads the hourly load and the number of disciplines to a size appropriate and sustainable . The pictures of the new high school times appear consistent with these goals, protecting the educational paths most common and consolidated. An exception, however, the school of humanities , which dramatically reduces (up to 60%) the weight of the fundamental disciplines .
Therefore, as already highlighted in the report submitted on November 4 by the President of the Seventh Commission the House, Mrs Valentina Aprea, " seems appropriate to ask for a better definition of profiles and TIMETABLES relatively high school humanities in order to delineate with greater clarity "
The new school will consist of the humanities two options:
- the 'base option, which should incorporate the legacy of socio-psycho-educational high school, the experimental ex-master now more diffuse, focusing on the person, the mind, its development and its training
- el 'economic and social option will replace the numerous trials instead of the high school science social, which was abandoned the teaching of Latin to focus more on the study group, community and contemporary society
School of Human Sciences - Option base
The primary objective of the first address in accordance with the 'Annex A of the new regulation, " know the main research fields of the humanities and connect, interdisciplinary core skills of educational research, psychological and socio-anthropological and historical "
disciplines that should characterize it are therefore:
- the psychology, which lets you know the human mind from the cognitive, social, developmental and clinical
- the sociology, which develops an understanding of the complex reality around us;
- the pedagogy, which offers the history of the different educational models, addressing some issues relevant to the 'education today.
The framework proposed timetable, however, does not seem consistent with the stated intent.
1. L ' large number of subjects does not allow the proper concentration in the study, dispersing the students' attention. The school of human sciences has already 11 different subjects in the first two years and less than 13 in the last three years, thereby repeating the same fragmentation justly criticized, Pitcher of the project. The other high schools provide, however, more than 11 different disciplines.
2. The reduced number of hours devoted to the disciplines of address then prevents a clear characterization of this path. While other colleges are dedicated to the disciplines of address, the entire five-year period, from 39 to 57 hours per week in high school humanities these are reduced to just 12 hours (ie only 40% compared to those now used them). This is particularly
2.1 's elimination of the human sciences in the first two years , as well as compromising the identity of the address, depriving it of its specificity, does not allow it the acquisition of skills and basic skills. But even the 2.2
low number of hours reserved for the humanities in the last three years does not deal adequately with the central disciplines of this school and to promote open educational research laboratory.
2.3 Finally the separation of philosophy from that of teaching materials to address likely to break the strong correlation between this discipline and the humanities. Recall that the program philosophy and pedagogy has always expected, especially in the third and fourth, an examination by the same authors, this appears to be associated with maintaining the two courses in a coherent way to address the issue theoretical and pedagogical one.
3. The inadequate qualifications of the address is also caused by the strong presence of disciplines characterize , which prevents a clear outline of the cultural high school. 3.1
For example, with the exception of high school language, this would be the only direction in which they would be taught both Latin and two languages.
The weight of the language, so that covers 36 hours per week throughout the five-year period, is therefore disproportionate to that of the humanities, coming just 12 hours in the entire five years.
There seems to be:
1. reduce total number of disciplines
2. replace the human sciences in the first two years
3. strengthened over the past three years, ensuring a systematic study of psychology, sociology and pedagogy
4. reassign the teaching of philosophy professors the A036, to maintain the link between this discipline and the humanities
5. would then be re the teaching of law and economics, in particular the two-year
6. Finally, it would be desirable to strengthen math and English in the last three years
School of Human Sciences - Social and economic option
Now for the second option in this high school. The cultural axis bearing this address should be represented by: sociology, economics , law and anthropology .
Although this address already appears more definite in its specificity, it has some similar problems to address those opportunities, in particular:
1. has a large number of materials
2. and a reduced number of hours devoted to the social sciences , which are cut by 40% than is currently expected.
Again, it is therefore necessary to increase the time social sciences and philosophy reassign teachers of subjects address.
New classes of competition, redundancy and cost savings
We then turn our attention to new draft rules of competition classes . If it remains unchanged, the A036 will be taken to the teachers' teaching philosophy in high schools of the humanities. By 2013, these teachers will suffer a cut of at least 1,600 teaching posts losing 70% of those currently available in high schools socio-psycho-pedagogical and 50% of those in the high schools of social sciences. This decision would prove so
assolutamente controproducente:
Chiediamo, poi, che i corsi ITAS – Dirigenti di comunità , soppressi dall’attuale riforma, can convert to, not only in the address technical "Administration, finance and marketing, but also in the new school humanities , whose curriculum is more in line with the needs and attitudes of many students who have embarked on this course.
hope that our observations can usefully contribute to the implementation of the reform, we thank you for your attention.
